ई-जागृति नामक आधुनिक कॉनफोनेट सॉफ्टवेयर पर एक दिवसीय क्षमता निर्माण कार्यशाला में उपभोक्ता निवारण पर चर्चा की गई

भारत सरकार के उपभोक्ता मामलों के विभाग ने उपभोक्ता शिकायतों का शीघ्र, सस्ता और आसान समाधान प्रदान करने के लिए कॉनफोनेट सॉफ्टवेयर को "ई-जागृति" पोर्टल में मॉर्डनाइज किया है। इस संबंध में, विभाग ने आज सभी हितधारकों को "ई-जागृति" की विशेषताओं से परिचित कराने के लिए एक क्षमता निर्माण कार्यशाला का आयोजन किया।

केंद्रीय उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण, वस्‍त्र और वाणिज्य तथा उद्योग मंत्री श्री पीयूष गोयल ने 24 दिसंबर, 2023 को "ई-जागृति" पोर्टल में आधुनिक कॉनफोनेट सॉफ्टवेयर लॉन्च किया था। तीन स्तरीय उपभोक्ता आयोगों में, ऑनलाइन उपभोक्ता अदालत मामले की निगरानी और प्रबंधन प्रणाली कॉनफोनेट के 15 वर्षों से अधिक समय से उपभोक्ता मामलों में मदद की है। हालाँकि, प्रौद्योगिकी में प्रगति और उपभोक्ता की बदलती जरूरतों के साथ, यह स्पष्ट हो गया है कि हमें नागरिकों की बेहतर सेवा के हिसाब से ढलने और इनोवेट करने की आवश्यकता है।

उपभोक्ता मामले विभाग के सचिव श्री रोहित कुमार सिंह ने आज सम्मेलन को संबोधित करते हुए कहा कि ई-जागृति में एआई के आने से उपभोक्ता आयोगों में लंबित उपभोक्ता मामलों को कम करने में मदद मिलेगी। उन्होंने सभी हितधारकों को प्रौद्योगिकी और ई-जागृति के उपयोग से लंबित मामलों को कम करने के लिए प्रोत्साहित किया। उन्होंने माना कि देश में कई उपभोक्ता आयोगों में पंजीकृत मासिक मामलों के निपटारे की दर शत प्रतिशत है और उन्होंने उत्कृष्ट परिणाम के लिए इन आयोगों के सभी अध्यक्षों और रजिस्ट्रारों को बधाई दी।

ई-जागृति पोर्टल सभी स्तरों पर सरल, तेज और अधिक लागत प्रभावी उपभोक्ता विवाद निवारण सॉफ्टवेयर समाधान प्रदान करता है। इसमें उपभोक्ता शिकायत प्लेटफार्मों, अर्थात् ऑनलाइन केस मॉनिटरिंग सिस्टम (ओसीएमएस), ई-दाखिल, एनसीडीआरसी केस मॉनिटरिंग सिस्टम, कॉनफोनेट वेबसाइट, मध्यस्थता एप्लिकेशन को एक ही प्लेटफॉर्म में एकीकृत करने की परिकल्पना की गई है।

ई-जागृति प्लेटफॉर्म में केस फाइलिंग, ऑनलाइन शुल्क भुगतान, सभी आयोगों द्वारा मामलों के निर्बाध निपटान के लिए केस मॉनिटरिंग मॉड्यूल हैं, मेटाडेटा और कीवर्ड निर्माण के लिए एआई तकनीक का उपयोग करके संग्रहीत उपभोक्ता शिकायतों/मामलों/निर्णयों पर स्मार्ट खोज सुविधा है, और एआई/एमएल प्रौद्योगिकी का उपयोग करके निर्णयों, मामले के इतिहास और अन्य विवरणों का वॉयस-टू-टेक्स्ट कनवर्जन की सुविधा भी इसमें मौजूद है। पोर्टल उपभोक्ता शिकायतों के सुविधाजनक और सुलभ समाधान के लिए वर्चुअल कोर्ट सुविधा को एकीकृत करेगा, निपटान के समय को कम करेगा, कई सुनवाई और भौतिक अदालत में उपस्थिति सभी उपभोक्ता आयोगों में प्रभावी और तेज़ निर्णय और निपटान लाएगा।

कार्यशाला में उपभोक्ता मामले विभाग के सचिव और अतिरिक्त सचिव श्री भरत खेड़ा के साथ-साथ विभाग के वरिष्ठ अधिकारी भी शामिल हुए।

एनसीडीआरसी और राज्य उपभोक्ता विवाद निवारण आयोगों के रजिस्ट्रार, बिहार, मध्य प्रदेश, राजस्थान, चंडीगढ़, दिल्ली, हरियाणा, हिमाचल प्रदेश, पंजाब, उत्तराखंड, उत्तर प्रदेश के जिला उपभोक्ता विवाद निवारण आयोगों के अध्यक्ष और सभी राज्य उपभोक्ता विवादों के तकनीकी सहायता व्यक्ति कार्यशाला के दौरान निवारण आयोगों को पोर्टल के विभिन्न मॉड्यूल और प्रमुख तकनीकी विशेषताओं के बारे में जानकारी दी गई।

2,500 से अधिक विद्यालयों और महाविद्यालयों के विद्यार्थियों ने नई दिल्ली में इंडिया गेट पर लाइफ (पर्यावरण के अनुकूल जीवन शैली) विषय पर आधारित प्रदर्शनी और गतिविधियों में भाग लिया

9 और 10 फरवरी को नई दिल्ली में इंडिया गेट पर लाइफ (पर्यावरण के अनुकूल जीवन शैली) विषय पर दो दिवसीय राष्ट्रीय प्रदर्शनी और पर्यावरण अनुकूल गतिविधियों का कार्यक्रम आयोजित किया गया था। 60 से अधिक संस्थानों के 2,500 से अधिक विद्यालयों और महाविद्यालयों के विद्यार्थियों ने इस कार्यक्रम में भाग लिया और अपनी ऊर्जा और रचनात्मकता को लाइफ के कार्यों में प्रदर्शित किया। इन दो दिनों में कुल मिलाकर 3,000 से अधिक लोगों ने प्रदर्शनियों का दौरा किया।

दूसरे दिन विद्यालय के विद्यार्थियों ने पर्यावरण के अनुकूल जीवन शैली के लिए अपने विचारों का प्रदर्शन किया, जिसमें दिन-प्रतिदिन की यांत्रिक गतिविधियों से गतिज ऊर्जा का उपयोग करना, कृषि अवशेषों से ऊर्जा पैदा करना और ई-कचरे से सजावटी उत्पाद बनाना शामिल था। विचार सुविचारित और व्यावहारिक थे। 

कार्यक्रम दे कौरान ऑन-द-स्पॉट फेस पेंटिंग और पोस्टर मेकिंग प्रतियोगिता हुई, स्कूली बच्चों और युवाओं ने पर्यावरण चेतना के बारे में अपने दृष्टिकोण की रचनात्मक अभिव्यक्ति की, जिसमें स्वस्थ जीवनशैली अपनाने और हमारे चारों ओर जीव-जंतुओं और वनस्पतियों को बढ़ाने के लिए पेड़ लगाने से लेकर बिजली के उपकरणों का सर्वोत्तम उपयोग शामिल था। 

सुलभ-अंतर्राष्ट्रीय स्वास्थ्य एवं स्वच्छता संस्थान द्वारा अपशिष्ट प्रबंधन पर एक कार्यशाला भी आयोजित की गई, जिसमें दिखाया गया कि हम अपने घरों में ही स्रोत पर ही गीले और सूखे कचरे को कितनी आसानी से अलग कर सकते हैं, जिससे स्थानीय निकायों द्वारा अपशिष्ट प्रबंधन को और अधिक प्रभावी बनाया जा सकता है। 

लाइफ (पर्यावरण के अनुकूल जीवन शैली) विषय वाले उत्पादों की प्रदर्शनी में, गैर-सरकारी संगठन और 18 ईआईएसीपी (पर्यावरण सूचना जागरूकता, क्षमता निर्माण और आजीविका कार्यक्रम) केंद्र पूरे भारत में, अहमदाबाद, आइजोल, अल्मोडा, चेन्नई, देहरादून, हैदराबाद, लखनऊ, पटना और पुणे के साथ-साथ प्रकृति के लिए विश्वव्यापी निधि (डबल्यूडबल्यूएफ़) इंडिया, सुलभ-अंतर्राष्ट्रीय स्वास्थ्य एवं स्वच्छता संस्थान (आईआईएचएच), भारतीय प्रौद्योगिकी संस्थान (आईआईटी)-भारतीय खनन संस्थान (आईएसएम) धनबाद, ऊर्जा और संसाधन संस्थान (टीईआरआई), जवाहर लाल नेहरू विश्वविद्यालय (जेएनयू), योजना और वास्तुकला विद्यालय और केंद्रीय प्रदूषण नियंत्रण बोर्ड ईआईएसीपी केंद्रों ने ईआईएसीपी के हरित कौशल विकास कार्यक्रम के तहत प्रशिक्षित लोगों द्वारा बनाए गए पर्यावरण-अनुकूल उत्पादों को प्रदर्शित किया। प्रदर्शित उत्पादों में मोटा अनाज-आधारित खाद्य पदार्थ, जैविक शहद, गैर-लकड़ी वन उपज जैसे कटलरी, लैंपशेड, टोकरी और बैग से लेकर रसोई के कचरे से खाद और इलेक्ट्रिक स्टोव को बिजली देने के लिए पोर्टेबल सौर पैनल तक उपयोगी वस्तुएं शामिल थीं। 

  

  

 

 

 

 

 

युवाओं ने प्रेरक विचारों और पर्यावरणीय चेतना की रचनात्मक अभिव्यक्ति का प्रदर्शन किया। प्रतिभागी लाइफ (पर्यावरण के अनुकूल जीवन शैली) विषय के प्रदर्शन के साथ-साथ इसके प्रति अपने उत्साह और सामूहिक कार्रवाई में उत्कृष्ट थे। व्यक्तिगत प्रतिभागियों, टीमों के साथ-साथ विद्यालयों और महाविद्यालयों को पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय की संयुक्त सचिव सुश्री नमिता प्रसाद ने पुरस्कार प्रदान किए।

यह कार्यक्रम प्रकृति के लिए विश्वव्यापी निधि (डब्ल्यूडब्ल्यूएफ) इंडिया ईआईएसीपी केंद्र द्वारा पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय के सहयोग से आयोजित किया गया था। 

लाइफ (पर्यावरण के अनुकूल जीवन शैली) को प्रधानमंत्री श्री नरेन्द्र मोदी द्वारा सीओपी-26 में पर्यावरण की रक्षा और संरक्षण के लिए "बिना सोचे समझे और विनाशकारी उपभोग के बजाय सचेत और सोच समझकर उपयोग" के लिए एक जन आंदोलन के रूप में प्रस्तुत किया गया था। इसका उद्देश्य व्यक्तियों और समुदायों को ऐसी जीवनशैली अपनाने के लिए प्रेरित करना है जो प्रकृति के अनुरूप हो और उसे नुकसान न पहुंचाए। मिशन लाइफ (पर्यावरण के अनुकूल जीवन शैली) का लक्ष्य लाइफ के दृष्टिकोण को मापने योग्य प्रभाव में बदलना है।

कार्बन नैनोट्यूब के सोडियम उत्प्रेरित संश्लेषण की एक नई विधि रिचार्ज की जा सकने योग्य बैटरी और लचीले इलेक्ट्रॉनिक्स के लिए उपयोगी हो सकती है

750 डिग्री सेल्सियस के तापमान पर ग्लास सब्सट्रेट पर कार्बन नैनोट्यूब्स (सीएनटीएस) को सीधे संश्लेषित करने की एक नई विधि ऊर्जा अनुसंधान, जैवचिकित्सकीय (बायोमेडिकल) क्षेत्रों और प्रकाश इलेक्ट्रॉनिकी  (ऑप्टोइलेक्ट्रॉनिक्स) में सहायता कर सकती है।

कार्बन नैनोट्यूब्स (सीएनटीएस) असाधारण गुणों का प्रदर्शन करके आधुनिक प्रौद्योगिकी को आगे बढ़ाने में महत्वपूर्ण हैं। उन्हें रिचार्ज की जा सकने योग्य (रिचार्जेबल) बैटरी, लचीले इलेक्ट्रॉनिक्स, एयरोस्पेस, पारदर्शी इलेक्ट्रोड, टच स्क्रीन, सुपरकैपेसिटर्स और चिकित्सा सहित विभिन्न क्षेत्रों में अनुप्रयोग मिले हैं। हालाँकि, पारंपरिक सीएनटी संश्लेषण विधियों के लिए उच्च तापमान (~1000 0C) और धातु उत्प्रेरक (लोहा-एफई, कोबाल्ट- सीओ एवं निकेल-एनआई) की आवश्यकता होती है। ये उत्प्रेरक संभावित जैव चिकित्सा अनुप्रयोगों के लिए जैव अनुकूलता संबंधी चिंताएँ उत्पन्न करते हैं। सीएनटी से इन उत्प्रेरकों को हटाने की चुनौती लागत को बहुत बढ़ा देती  है, जिसके चलते स्वच्छ, अधिक टिकाऊ सीएनटी संश्लेषण विधियों की तत्काल आवश्यकता उजागर होने लगती है–और ऐसा करना नैनो टेक्नोलॉजी के क्षेत्र में एक नई किन्तु रोमांचकारी चुनौती बन जाता है।

भारत सरकार के विज्ञान और प्रौद्योगिकी विभाग (डीएसटी) के एक स्वायत्त संस्थान, विज्ञान एवं प्रौद्योगिकी उच्च अध्ययन संस्थान (आईएएसएसटी) के शोधकर्ताओं ने 750 डिग्री सेल्सियस के तापमान पर ग्लास सब्सट्रेट्स पर सीएनटी को सीधे संश्लेषित करने के लिए एक अनूठी विधि का विकसित  करने की पहल की है। यह प्रयोग प्लाज़्मा संवर्धित रासायनिक वाष्प जमाव तकनीक (पीईसीवीडी) का उपयोग करके किया जाता है, जहां विशेष रूप से डिज़ाइन किए गए सर्पिल (स्पाइरल)-आकार के संगलित खोखले (फ्यूज्ड होलो) कैथोड स्रोत का उपयोग करके प्लाज़्मा उत्पन्न किया जाता है। यह नवोन्मेषी प्रक्रिया ऊंचे तापमान की आवश्यकता को समाप्त कर देती है और एक संक्रमण धातु उत्प्रेरक (ट्रांजीशन मेटल कैटेलिस्ट) की आवश्यकता को समाप्त कर देती है। इसके अलावा, इस संश्लेषण को वायुमंडलीय दबाव के अंतर्गत क्रियान्वित किया जाता है, जिससे इस क्षेत्र में समकक्षों की तुलना में इसके लाभिन  में सराहनीय लागत-प्रभावशीलता जुड़ जाती है।

प्लाज्मा विशेषताएं , सब्सट्रेट की  संरचना, सब्सट्रेट का  तापमान और सब्सट्रेट के पूर्व  (प्री)-प्लाज्मा उपचार सहित कई कारक, सीएनटी के विकास को महत्वपूर्ण रूप से प्रभावित करते हैं। इष्टतम रूप से, ऊंचे तापमान पर ग्लास सब्सट्रेट का पूर्व  (प्री)-प्लाज्मा उपचार सतह क्षेत्र को बढ़ाता है, जिससे इसके घटक तत्वों की अधिक महत्वपूर्ण मात्रा सीधे सतह पर दिखने लगती है। शीशे के भीतर सभी तत्वों में से  सोडियम (एनए) सीएनटी वृद्धि शुरू करने के लिए प्राथमिक उत्प्रेरक के रूप में उभरता है और विश्लेषण भी यही प्रमाणित करता है। यह भी देखा गया है कि सोडियम (एनए) युक्त सीएनटीएस को विआयनीकृत जल  (डी-आयनाइज्ड  वाटर)  से धोकर विकसित सीएनटीएस में विद्यमान सोडियम (एनए) को सरलता से हटाया जा सकता है।

संक्षेप में, यह अध्ययन सीएनटी को संश्लेषित करने के लिए एक ऐसी नवीन वायुमंडलीय दबाव पीईसीवीडी प्रक्रिया का खुलासा करता है, जो ऊर्जा अनुसंधान, जैवचिकित्सकीय क्षेत्रों और प्रकाश इलेक्ट्रॉनिकी में अनुप्रयोगों के लिए उपयुक्त स्वच्छ सीएनटी के उत्पादन को सक्षम बनाती है। यह खोज सीएनटी संश्लेषण में चुनौतियों का समाधान करने और विभिन्न तकनीकी क्षेत्रों में उनके अनुप्रयोग को आगे बढ़ाने की दिशा में एक महत्वपूर्ण प्रगति का भी प्रतीक है।

Ladies And Gentlemen,

नमस्कार!

World Government Summit में Keynote Address देना मेरे लिए बहुत सम्मान की बात है। और मुझे तो ये सौभाग्य दूसरी बार मिल रहा है। मैं His Highness शेख मोहम्मद बिन राशिद जी का इस निमंत्रण और गर्मजोशी से भरे स्वागत के लिए बहुत बहुत आभारी हूं। मैं अपने Brother His Highness शेख मोहम्मद बिन जायद का भी आभार व्यक्त करता हूँ। हाल के दिनों में मुझे उनसे कई बार मिलने का मौका मिला है। वो सिर्फ Leader Of Vision ही नहीं हैं बल्कि, Leader Of Resolve और Leader Of Commitment भी हैं।

साथियों,

World Government Summit, दुनियाभर के thought leaders को एक मंच पर लाने का एक बड़ा माध्यम बन चुकी है। इसमें His Highness शेख मोहम्मद बिन राशिद की विजनरी लीडरशिप, उसका बहुत बड़ा रोल है। दुबई जिस प्रकार global economy, commerce और technology का epicentre बन रहा है, ये बहुत बड़ी बात है। कोविड के दौरान, Expo 2020 का आयोजन हो या फिर हाल में COP-28 का आयोजन, ये ‘दुबई स्टोरी’ के बेहतरीन उदाहरण हैं। मैं आपको इस समिट के लिए बधाई देता हूं, इसकी सफलता के लिए शुभकामनाएं देता हूं।

साथियों,

आज हम 21वीं सदी में हैं। एक तरफ दुनिया आधुनिकता की तरफ बढ़ रही है, तो पिछली सदी से चले आ रहे चैलेंजेस भी उतने ही व्यापक हो रहे हैं। Food Security हो, Health Security हो, Water Security हो, Energy Security हो, Education हो, समाज को Inclusive बनाना हो, हर सरकार अपने नागरिकों के प्रति अनेक दायित्वों से बंधी हुई है। Technology हर प्रकार से, चाहे वो नेगेटिव हो या पॉजिटिव, एक key disruptor साबित हो रही है। Terrorism आए दिन एक नए स्वरूप के साथ मानवता के सामने नई चुनौती लेकर आ रहे हैं। क्लाइमेट से जुड़े challenges भी समय के साथ और बड़े होते जा रहे हैं। एक तरफ Domestic concerns हैं तो दूसरी तरफ international system बिखरा हुआ नज़र आता है। और इन सबके बीच, हर सरकार के सामने अपनी प्रासंगिकता को बचाने का भी बहुत बड़ा चैलेंज है। इन सवालों, इन चुनौतियों, इन स्थितियों के बीच, World Government Summit का महत्व और बढ़ गया है।

साथियों,

आज हर सरकार के सामने सवाल है कि वो किस अप्रोच के साथ आगे बढ़े। मेरा मानना है, आज विश्व को ऐसी सरकारों की जरूरत है जो Inclusive हों, जो सबको साथ लेकर चले। आज विश्व को ऐसी सरकारों की जरूरत है, जो Smart हों, जो टेक्नोलॉजी को बड़े बदलाव का माध्यम बनाएं। आज विश्व को ऐसी सरकारों की जरूरत है जो Clean हों, जो करप्शन से दूर हों, जो ट्रांसपेरेंट हों। आज विश्व को ऐसी सरकारों की जरूरत है जो Green हों, जो पर्यावरण से जुड़ी चुनौतियों को लेकर गंभीर हों। आज विश्व को आवश्यकता है ऐसी सरकारों की जो, Ease of Living, Ease of Justice, Ease of Mobility, Ease of Innovation और Ease of Doing Business को अपनी प्राथमिकता बनाकर चलें।

Friends,

Head Of The Government के तौर पर लगातार काम करते हुए मुझे 23 साल होने जा रहे हैं। मैंने 13 साल भारत के एक बड़े स्टेट- गुजरात की सरकार में रहते हुए लोगों की सेवा की है और अब मुझे सेंट्रल गवर्नमेंट में देशवासियों की सेवा करते हुए 10 साल होने जा रहे हैं। मैं मानता हूं कि सरकार का अभाव भी नहीं होना चाहिए और सरकार का दबाव भी नहीं होना चाहिए। बल्कि मैं तो ये मानता हूं कि लोगों की ज़िंदगी में सरकार का दखल कम से कम हो, ये सुनिश्चित करना भी सरकार का ही काम है।

हम अक्सर कई एक्सपर्ट्स को सुनते हैं कि कोविड के बाद दुनिया भर में सरकारों पर भरोसा कम हुआ है। लेकिन भारत में हमने एकदम विपरीत अनुभव देखा। बीते वर्षों में भारत सरकार पर देश के लोगों का भरोसा और मजबूत हुआ है। लोगों को हमारी सरकार के intent और commitment दोनों पर पूरा भरोसा है। ये कैसे हुआ? क्योंकि हमने गवर्नेंस में जनभावनाओं को प्राथमिकता दी है। हम देशवासियों की जरूरतों के प्रति संवेदनशील हैं। हमने लोगों की जरूरतों और लोगों के सपनों, दोनों को पूरा करने पर ध्यान दिया है।

इन 23 वर्षों में सरकार में मेरा सबसे बड़ा सिद्धांत रहा है- मिनिमम गवर्नमेंट, मैक्सिमम गवर्नेंस। मैंने हमेशा ऐसा Environment Create करने पर जोर दिय़ा है, जो नागरिकों में Enterprise और Energy, दोनों को और बढ़ाए। हम Top Down और Bottom-Up अप्रोच के साथ-साथ Whole-Of-Society अप्रोच को लेकर भी चले हैं। हमने होलिस्टिक अप्रोच पर बल दिया, People’s Participation को सर्वोच्च प्राथमिकता दी। हमने प्रयास किया कि कोई अभियान भले ही सरकार शुरू करे लेकिन समय के साथ देश की जनता, उसकी बागडोर खुद संभाल ले। जनभागीदारी के इसी सिद्धांत पर चलते हुए हमने भारत में अनेक बड़े ट्रांसफॉर्मेशन्स देखे हैं। हमारी Sanitation Drive हो, Girl Education को बढ़ाने का अभियान हो, डिजिटल लिटरेसी हो, इनकी सफलता People’s Participation से ही सुनिश्चित हुई है।

Social और Financial inclusion हमारी सरकार की प्राथमिकता रही है। हमने 50 करोड़ से ज्यादा ऐसे लोगों को बैंकिंग से जोड़ा जिनके पास बैंक अकाउंट नहीं था। हमने उनको जागरूक करने के लिए बड़ा अभियान चलाया। आज इसी का परिणाम है कि आज हम Fintech में, Digital Payments में बहुत आगे निकल गए हैं। हमने Women Led Development को बढ़ावा दिया है। हम भारतीय महिलाओं का आर्थिक, सामाजिक और राजनीतिक सशक्तिकरण कर रहे हैं। कुछ महीने पहले ही कानून बनाकर हमने भारत की महिलाओं को पार्लियामेंट में रिजर्वेशन भी दिया है। हम आज भारत के युवाओं के लिए नए अवसर बना रहे हैं, उसके स्किल डवलपमेंट पर फोकस कर रहे हैं। बहुत कम समय में ही भारत दुनिया का तीसरा सबसे बड़ा स्टार्ट-अप इकोसिस्टम, यानी स्टार्ट-अप इकोसिस्टम का इतना बड़ा jump, आज हम तीसरे नंबर पर पहुंच गए हैं।

साथियों,

सबका साथ-सबका विकास के मंत्र पर चलते हुए हम Last Mile Delivery और सैचुरेशन की अप्रोच पर बल दे रहे हैं। सैचुरेशन की अप्रोच यानी सरकार की योजनाओं के लाभ से, कोई भी लाभार्थी छूटे नहीं, सरकार खुद उस तक पहुंचे। गवर्नेंस के इस मॉडल में भेदभाव और भ्रष्टाचार, दोनों की ही गुंजाइश समाप्त हो जाती है। एक स्टडी के मुताबिक, भारत ने पिछले 10 वर्षों में 250 मिलियन लोगों को गरीबी से बाहर निकाला है, और उसके पीछे इस गवर्नेंस मॉडल की बड़ी भूमिका रही है।

साथियों,

जब सरकारें पारदर्शिता को प्राथमिकता देती हैं, तो उसके नतीजे भी मिलते हैं औऱ भारत इसका भी एक उदाहरण है। आज भारत के 130 करोड़ से ज्यादा नागरिकों के पास उनकी डिजिटल Identity है। लोगों की ये Digital Identity, उनके Banks, उनके Mobile, सब Interconnected हैं। हमने टेक्नोलॉजी की मदद से एक सिस्टम डवलप किया है- Direct Benefit Transfer (DBT)। इस सिस्टम की मदद से हमने बीते 10 साल में 400 billion dollar से ज्यादा लोगों के बैंक खातों में सीधे ट्रांसफर किए हैं। ऐसा करके हमने करप्शन की बहुत बड़ी गुंजाइश को जड़ से ही समाप्त कर दिया है। हमने देश के 33 billion dollar से ज्यादा गलत हाथों में जाने से भी बचाया है।

Friends,

जहां तक Climate Change की बात है, तो इससे डील करने के लिए भी भारत की एक अपनी अप्रोच रही है। भारत आज Solar, Wind, Hydro के साथ-साथ Biofuels, Green Hydrogen पर भी काम कर रहा है। हमारी संस्कृति हमें सिखाती है कि प्रकृति से जितना हासिल किया है, उसे लौटाने का प्रयास भी करना चाहिए। इसलिए भारत ने विश्व को एक नया मार्ग सुझाया है, जिस पर चलते हुए हम पर्यावरण की बहुत मदद कर सकते हैं। ये मार्ग है - मिशन लाइफ – यानि Lifestyle For Environment का, ये मिशन Pro Planet People का रास्ता दिखाता है। हम Carbon Credit की अप्रोच को भी काफी समय से देख रहे हैं। अब इससे आगे बढ़कर हमें Green Credit के बारे में सोचना चाहिए। इसकी चर्चा मैंने यहां दुबई में ही COP-28 के दौरान बहुत विस्तार से की थी।

साथियों,

जब हम फ्यूचर की तरफ देखते हैं तो हर सरकार के सामने आज अनेक प्रश्न हैं। हम अपनी National Sovereignty और International Interdependence में बैलेंस कैसे बनाएं? अपने National Interest के लिए काम करते हुए International Rule Of Law के प्रति अपनी कमिटमेंट पर कायम कैसे रहें? National Progress का विस्तार करते हुए हम Global Good के लिए ज्यादा से ज्यादा कंट्रीब्यूट कैसे करें? हम अपने कल्चर और ट्रेडिशन्स से Wisdom लेते हुए भी Universal Values को समृद्ध कैसे करें? हम Digital Technology का लाभ लेते हुए, उसके नकारात्मक प्रभावों, उन प्रभावों से समाज को कैसे बचाएं? हम वैश्विक शांति के लिए प्रयास करते हुए आतंकवाद के खिलाफ कैसे मिलकर काम करें? आज जब हम अपने देश को Transform कर रहे हैं तो क्या ग्लोबल गवर्नेंस इंस्टीट्यूशंस में भी Reform नहीं होना चाहिए? ऐसे अनेक सवाल हमारे सामने हैं। इन सारे सवालों को ध्यान में रखते हुए ही हमें अपनी सरकारों को दिशा देनी है, Future Planning करनी है।

⮚ हमें मिलकर, Cohesive, Cooperative और Collaborative World की वैल्यूज़ को प्रमोट करना होगा।

⮚ हमें Developing World के Concerns और Global Decision Making में Global South की भागीदारी को प्रमोट करना होगा।

⮚ हमें ग्लोबल साउथ की आवाज सुननी होगी, उनकी प्राथमिकताओं को सामने लाना होगा।

⮚ हमें ज़रूरतमंद देशों के साथ अपने Resources और अपनी Capabilities को शेयर करना होगा।

⮚ हमें AI, Artificial Intelligence और Cryptocurrency, cyber crime, से पैदा हो रही चुनौतियों के लिए Global Protocol बनाने होंगे।

⮚ हमें अपनी नेशनल सॉवरनिटी को प्राथमिकता देते हुए International Law की मर्यादा भी रखनी होगी।

इन्हीं भावनाओं पर चलते हुए, हम ना केवल सरकारों के सामने उपस्थित चुनौतियों का समाधान करेंगे बल्कि विश्व बंधुत्व को भी मजबूती देंगे। एक विश्व-बंधु के रूप में भारत इसी सोच के साथ आगे बढ़ रहा है। अपनी G20 Presidency के दौरान भी हमने इसी भावना को आगे बढ़ाया। हम "One Earth, One Family, One Future”, इसी भाव से चले।

Union Power and New & Renewable Energy Minister inaugurates NTPC’s Indian Power Stations O&M Conference 2024

The Indian Power Stations O&M Conference 2024 hosted by NTPC Limited got off to a start in Raipur, Chhattisgarh today, February 13, 2024. The conference has been inaugurated virtually by the Union Minister for Power and New & Renewable Energy Shri R. K. Singh. The theme for the 2024 edition of IPS is "Operations & Maintenance Practices for Safe, Reliable & Cost-Effective Power Generation”.

The flagship event commemorates the historic commissioning of the first unit of NTPC at Singrauli in 1982, marking a pivotal moment in the power sector's trajectory, leading to decades of innovation and excellence.

IPS 2024 serves as a platform for industry leaders to engage in collaborative discussions to explore innovative strategies to enhance safety, reliability, and cost-effectiveness in power generation. More about the conference can be found here.

Addressing the conference, the Union Minister for Power and New & Renewable Energy Shri R.K. Singh said that he envisions NTPC to double its electricity generation capacity from the current 73+ GW to 150 GW. Appreciating NTPC's contributions to the power sector, the Minister observed that the company’s reputation for efficiency and reliability has been well-established. "NTPC has emerged as the one of the best and largest PSUs in India. I envision NTPC to become a global, multi-national entity operating its power plants worldwide."

The Minister stressed on the importance of timely completion of projects under construction. He highlighted NTPC's pivotal role in driving India's economic growth and pointed out the need to reduce forced power outage to meet the rising electricity demand.

Referring to Energy Transition, the Power Minister said that it should not be a cause for concern, as both thermal and renewable forms of energy will coexist. “The world is not against coal-based power. However, for our current and upcoming coal-based plants, it is the need of the hour to develop mechanisms to ensure increasing efficiency while reducing emissions.”

The Minister said that a country as big as ours needs more nuclear capacity than what we have at present. “The Joint Venture between NTPC and Nuclear Power Corporation of India Ltd. (NPCIL) must strive to add nuclear capacity as fast as possible, which will pave the way for seamless flexibilization of coal-fired power plants.”

During the inaugural session of the conference, the Union Minister released the IPS 2024 E-Compendium, Steam Turbine E-Learning Module and Boilerpedia.

The Minister also inaugurated Vikalp, a unique ash-brick made from industrial byproducts.

Union Power Secretary Shri Pankaj Agarwal who also addressed the opening session in virtual mode, emphasised on the importance of sustainable O&M practices in the sector.

Chairperson, Central Electricity Authority, Shri Ghanshyam Prasad talked about the importance of safety protocols, while adopting Artificial Intelligence - driven applications for cost-effective solutions in power plants.

CMD, NTPC Shri Gurdeep Singh said that the company’s first unit at Singrauli which is operating at a Plant Loading Factor of almost 100% even 42 years after its synchronization, is a testament to NTPC’s excellence in O&M practices.

The occasion also witnessed presentation of accolades such as the Swarn Shakti Awards (2022-2023) and Business Excellence Awards (2023-2024), recognising the outstanding contributions of NTPC power stations.

NTPC Talcher Kaniha claimed the coveted title of Overall Champion (Winner) of the Swarn Shakti Award, while NTPC Vindhyachal secured the position of Overall Champion (Runner-Up). Additionally, in the Business Excellence Awards category, NTPC Vindhyachal was honoured with the Champion and Overall Excellence Award.

 APEDA facilitates around 500 startups to market and export millet based value added products

Agricultural and Processed Food Products Export Development Authority (APEDA) has facilitated around 500 startups in marketing and exporting millet based value added products. A farmer from Sangrur, Shri Dilpreet Singh, has transformed into an exporter, marking his first export consignment of 14.3 metric tonne of millets, and its products valued at USD 45,803. Chairman, APEDA, Shri Abhishek Dev flagged off the consignment.

The shipment includes ready-to-cook millets derived from Kodo millet, Foxtail millet, Little millet, Browntop millet, and Barnyard millet. Additionally, flours sourced from Ragi, Jowar, Bajra, Foxtail, Kodo, Barnyard, Browntop, Little, and Proso millets were also a part of this unique export endeavour.

Shri Jasvir Singh, the importer based in Sydney, also participated in the virtual flag-off ceremony. He expressed his heartfelt gratitude to APEDA for their extensive support in facilitating the collaboration. He is optimistic about expanding further business opportunities and  ensured to continue to import more such consignments in future. The farmer has complete value chain control from end to end which is required by the buyers. He grows millets in his own farms, primary and secondary processing is done in his own unit including the packaging of international quality.

This success story exemplifies how the agricultural sector can be transformed, with farmers like Shri Dilpreet becoming key contributors  in agri export. This symbolizes the empowerment of local farmers venturing into international markets.  

With an increase in millet exports from USD 62.95 million in 2021-22 to USD 75.45 million in 2022-23 and with current export of USD 45.46 million from April – November 2023. Millets are gaining popularity in the global market. There is significant increase in the export of cereal preparation including value added millet products registering a growth of 12.4% over the same period last year.

 Government issues Scheme Guidelines for Pilot Projects on use of Green Hydrogen in the Transport Sector

The Government of India has come out with guidelines for undertaking pilot projects for using Green Hydrogen in the transport sector.  The “Scheme Guidelines for implementation of Pilot Projects for use of Green Hydrogen in the Transport Sector”, have been issued by the Ministry of New & Renewable Energy (MNRE) on February 14, 2024, under the National Green Hydrogen Mission.

With the falling costs of renewable energy and electrolyzers, it is expected that vehicles based on green hydrogen can become cost-competitive over the next few years. Future economies of scale and rapid technological advancements in the field of vehicles powered by hydrogen are likely to further improve the viability of transport based on green hydrogen.

Considering this, under the National Green Hydrogen Mission, along with other initiatives, the MNRE will implement pilot projects for replacing fossil fuels in the transport sector with Green Hydrogen and its derivatives. These pilot projects will be implemented through the Ministry of Road Transport and Highways and the Scheme Implementing Agencies (SIAs) nominated under this Scheme.

The scheme will support development of technologies for use of Green Hydrogen as a fuel in Buses, Trucks and 4-wheelers, based on fuel cell-based propulsion technology / internal combustion engine-based propulsion technology. The other thrust area for the scheme is to support development of infrastructure such as hydrogen refuelling stations.

The scheme will also seek to support any other innovative use of hydrogen for reducing carbon emissions in the transport sector, such as blending of methanol / ethanol based on green hydrogen and other synthetic fuels derived from green hydrogen in automobile fuels.

The Scheme will be implemented with a total budgetary outlay of Rs. 496 Crores till the financial year 2025-26.

The use of Green Hydrogen in the transport sector, via the proposed pilot projects, will lead to development of necessary infrastructure including refuelling facilities and distribution infrastructure, resulting in establishment of a Green Hydrogen ecosystem in the transport sector. With the expected reduction in the Green Hydrogen production cost over the years, the utilization in the transport sector is expected to increase.

The National Green Hydrogen Mission was launched on 4^th January 2023, with an outlay of Rs. 19,744 crores up to FY 2029-30. It will contribute to India’s goal to become Aatma Nirbhar (self-reliant) through clean energy and serve as an inspiration for the global Clean Energy Transition. The Mission will lead to significant decarbonization of the economy, reduced dependence on fossil fuel imports, and enable India to assume technology and market leadership in Green Hydrogen.

The Department of Legal Affairs and Legislative Department orchestrated a highly successful Chintan Shivir today at New Delhi. Esteemed dignitaries including Shri Arjun Ram Meghwal , Union Minister of State (I/C) Law and Justice; Dr. Niten Chandra, Law Secretary; Shri S.K.G. Rahate, Current Incharge Secretary Legislative Department; Shri G.S Pannu, President ITAT & B.K Vidhatri , guest speaker for the event, graced the event with their presence.

The Shivir commenced with the traditional lighting of the lamp and a ceremonial honour to the distinguished guests. The department launched a short informative video documentary enumerating the significance and achievements of the Ministry of Law & Justice in the various sectors of life and it's contribution in the overall growth of India.  

Additionally,  a Coffee table Book ‘DoLA at a Glance: 2022-23’ was unveiled during the event, adding to the significance of the occasion. It carries a detailed account of ongoing work and  achievements of Year 2022-23 and  stands as a  testament of employees' relentless efforts and collective success.

Dr. Niten Chandra, Law Secretary, delivered a warm welcome address, followed by Shri S.K.G. Rahate, Incharge Secretary Legislative Department, who shared his remarks. The keynote speaker of the day, Shri Arjun Ram Meghwal , addressed the audience and commended the department for hosting the Shivir. He reiterated his dedication to advancing ongoing initiatives and ensuring equitable access to justice for all citizens. Emphasising the need to repeal outdated laws and simplify complex ones, he expressed his commitment to relieving the burden on the courts through these endeavours.

B.K Vidhatri, the esteemed guest speaker, engaged with the attendees and motivated them to step out of their comfort zones, break down silos, and work together as a cohesive team to achieve their goals, and inculcated a  spirit to fight stress and  work pressure.

Following the motivational session, presentations were delivered by the representatives of the Department of Legal Affairs, Legislative Department, Income Tax Appellate Tribunal, and Central Agency Section. These presentations encompassed a comprehensive review of the department's accomplishments thus far and deliberated on the future course of action, aligned with the Prime Minister Shri Modi's vision as India embarks on the Amritkaal of Indian independence to achieve remarkable growth prior to 2047.

An interactive session ensued, enabling the staff members to express their opinions, offer suggestions, and pose questions. Each contribution was given due consideration, fostering meaningful discussions.

Prime Minister Shri Narendra Modi was received by the President of the Arab Republic of Egypt, H.E. Mr. Abdel Fattah Al-Sisi at Al-Ittihadiya Palace on 25 June 2023.
The two leaders warmly recalled the State Visit of President Sisi as the Chief Guest at the Republic Day celebrations in January 2023, and welcomed the momentum it has imparted to bilateral relations. They agreed that the newly established ‘India Unit’ in Egyptian Cabinet was a useful tool in steering bilateral collaborations.
The leaders discussed ways to further deepen the partnership between the two countries, particularly in areas like trade and investment, information technology, defence and security, renewable energy, agriculture, health, culture and people to people ties.
Prime Minister and President Sisi also discussed further cooperation in G-20, highlighting the issues of food and energy insecurity, climate change and the need for Global South to have a concerted voice. Prime Minister looked forward to welcoming President Sisi in New Delhi in September 2023 for the G20 Leaders Summit.
An agreement to elevate the bilateral relationship to a "Strategic Partnership" was signed by the to leaders. Three MoUs in the fields of Agriculture, Archaeology & Antiquities and Competition Law were also signed.
Prime Minister of Egypt, H.E. Mr. Mostafa Madbouly and a number of other senior Cabinet Ministers were present. From the Indian side, EAM, NSA and senior officials were present.

The 2-week Capacity Building Programme (CBP) for civil servants of Maldives organised in partnership with the Ministry of External Affairs (MEA) concluded on 23rd June, 2023. NCGG has signed MoU with the Government of Maldives to enhance the skills and capabilities of 1,000 civil servants in the field of public administration and governance by 2024. As part of the agreement, NCGG has already imparted training to 685 officers from Maldives. The successful conclusion of the capacity building programme for civil servants of Maldives signifies the convergence of shared values and spirit of collaboration, serving as a testament to Prime Minister shri Narendra Modi’s ‘neighbourhood first’ approach.

The valedictory session was presided over by shri Bharat Lal, Director General, National Centre for Good Governance. With a firm focus on improving the quality of life for citizens, shri Bharat Lal urged the officers to capitalize on their learnings and translate them into tangible actions that drive positive change and holistic development. By embracing innovative approaches and incorporating lessons gleaned from the programme, the officers can effectively contribute to elevating the well-being and welfare of the people they serve. Recognizing Prime Minister shri Narendra Modi’s unwavering commitment to ensuring necessities for all citizens, such as housing, cooking gas, education, healthcare, financial services, and skill development, among others, he highlighted the need for officers to emulate these initiatives and make significant strides in enhancing the ease of living. The DG emphasized the importance of working with speed and scale and leaving no stone unturned in their pursuit of efficiently delivering these fundamental amenities.

A well-educated and skilled workforce forms the backbone of a thriving economy, fostering innovation, productivity, and competitiveness in the global arena. Mr. Bharat Lal emphasized that civil servants hold a unique position of responsibility, as they are instrumental in designing and implementing policies that impact the education sector. He urged them to provide equitable access to education, address gaps in learning opportunities, and foster a holistic approach to skill development.

The DG stressed the importance of creating an enabling environment for women through the provision of essential facilities, such as 24-hour water and power supply, and adequate sanitation facilities. Empowering women through the provision of basic amenities not only boosts economic outcomes but also fosters gender equality. By ensuring their equal participation in economic activities, societies can unlock the full potential of their human capital and drive sustainable growth, he said.

He placed significant emphasis on the need for civil servants to harness the potential of the digital revolution and embrace the latest IT innovations as a means to advance digital governance. The adoption of digital tools and platforms can enable faster decision-making, improved data management, and increased accessibility to government services, thereby enhancing the overall efficiency and effectiveness of governance. Recognizing their role as change agents and their deep understanding of local contexts, he expressed confidence in their ability to successfully implement policies and achieve favourable outcomes in their respective domains.

Giving the overview of the programme, Dr. B. S. Bisht, course coordinator said that in the 24^th capacity building programme, NCGG shared various initiatives taken in the country.  such as changing paradigm of governance, centralised public grievances redressal and monitoring system, India Maldives relations, Aadhar: a tool of good governance, implementation of public policies, women inclusive governance, innovation in public administration, Digital governance and public service delivery, Smart City development, housing to all, leveraging digital technology, best practices from various development schemes, urban governance, low cost desalination for drinking water, Climate Change, tourism, Jal Jeevan Mission, e-governance and digital India UMANG, leadership, coordination and communication, Mudra Yojana, poverty elimination initiatives, health care governance, sanitation and public health behaviour, circular economy, skill India, anti-corruption strategies, India’s policy towards Indian Ocean region among others.

The participants had the opportunity to engage in visits that were carefully curated to provide them with a comprehensive understanding of a diverse range of developmental projects and institutions. Among the notable visits, the participants had the opportunity to explore the Smart City in Dehradun, Central Information Commission, Pradhanmantri Sanghralaya which enriched their knowledge of the practical aspects of governance.

 

The 24^th CBP was supervised by Dr. B. S. Bisht, course coordinator for Maldives, Dr. Sanjeev Sharma, co-course coordinator and the entire CBP team of NCGG. Their contributions to curriculum development, session coordination, and knowledge dissemination were instrumental in creating a comprehensive and impactful learning experience for the participants.

 REC Limited to provide ₹ 3,045 Crores financial assistance to Bangalore Metro Rail Corporation Limited

REC Limited, a Maharatna Central Public Sector Enterprise under the Union Ministry of Power, has decided to extend financial assistance of Rs. 3,045 crores to Bangalore Metro Rail Corporation Limited (BMRCL), for establishment and development of Metro Lines under Phase-II project of Bangalore Metro. The decision to extend the assistance was taken at the board meeting of REC, held in Bengaluru on 24^th June, 2023, at which the Board approved the proposal of BMRCL.

The Phase-II project of Namma Metro comprises extension of existing two corridors of Phase-I, namely East–West Corridor and North–South Corridor; and 2 new lines, namely one from R.V. Road to Bommasandra and another from Kalena Agrahara to Nagawara. These lines will traverse some of the densest and high-traffic areas of the city.

Shortly after arriving in Cairo on a State Visit, Prime Minister Shri Narendra Modi held a meeting on 24 June 2023 with the "India Unit” in the Egyptian Cabinet. This India Unit was set up earlier this year following the State Visit of President of Egypt, H.E. Mr. Abdel Fattah El-Sisi, to India as Chief Guest for Republic Day 2023. The India Unit is headed by the Prime Minister of Egypt H.E. Mr. Mustafa Madbouly, and comprises a number of Ministers and senior officials.

Prime Minister Madbouly and his Cabinet colleagues outlined the activities that the India Unit has been undertaking, and proposed new areas of cooperation. They appreciated the positive response from their Indian counterparts, and look forward to deepening India-Egypt bilateral relations in numerous sectors.

Prime Minister appreciated the setting up of the India Unit and welcomed this ‘whole of the government approach’ to take forward bilateral relations with India, and shared India’s readiness to work closely with Egypt in various areas of mutual interest.
 

Discussions took place on ways to strengthen cooperation in areas like trade and investment, renewable energy, green hydrogen, IT, digital payment platforms, pharma and people to people ties.

Prime Minister Shri Narendra Modi interacted with Indian community members on 24 June 2023 in Cairo, during his State visit to Egypt.

In his interaction with them, Prime Minister lauded the community for their contribution towards strengthening India-Egypt ties.

शांडिल्य बोले : धार्मिक भावनाएं भड़काने व देश में दंगे अराजकता फैलाने की साजिश रचने वाले फ़िल्म निदेशक व फ़िल्म में रोल करने वाले अभिनेता व अभिनेत्रियों पर एफ़आईआर दर्ज कर गिरफ्तार किया जाएँ, केंद्रीय मंत्री ठाकुर ने शिकायत पर संज्ञान न लिया तो लेंगे हाईकोर्ट की शरण

विश्व हिंदू तख्त प्रमुख व एंटी टेरोरिस्ट फ्रंट इंडिया के राष्ट्रीय अध्य्क्ष वीरेश शांडिल्य ने आज हजारों वर्ष पुराने सनातन धर्म से व सनातन संस्कृति से छेड़छाड़ करने वाले आदिपुरुष फिल्म बनाने वाले व फिल्म को मंजूरी देने वाले चेयरमैन व फिल्म के अभिनेताओं पर मामला दर्ज करने को लेकर शिकायत पत्र भारत के सूचना एवं प्रसारण मंत्री अनुराग ठाकुर को भेजा । शांडिल्य ने भेजे पत्र में आदिपुरुष के निदेशक ओम राउत जिसने भारतीय संस्कृति व सनातन धर्म पर एक साजिश के तहत हमला है उसके खिलाफ मामला दर्ज करने की माँग की । शांडिल्य ने पत्र में कहा कि निदेशक ने इस फ़िल्म को हिन्दू धर्म का मजाक उड़ाने की नीयत से बनाया है और हिन्दू धर्म व हिन्दू संस्कृति को तार तार करने की साजिश रची है ओर जिन देवी देवताओं को हम पूजते हैं उन्हें नीचा दिखाया गया है जो बर्दाश्त नहीं होगा । शांडिल्य ने कहा फिल्म में असंसदीय शब्दो का इस्तेमाल किया गया जिनका श्री राम चरित मानस में कही कोई जिक्र नही है। फिर भी निदेशक ने ऐसा लगता है कि ईसाई मशनीरी व मुस्लिम फंडिंग से यह फिल्म बनाई जिसमे भगवान राम,व भगवान हनुमान को बदनाम कर हिन्दू समाज व हिन्दू धर्म को नीचा दिखाया और फिल्म निदेशक व इसमें काम करने वाले अभिनेताओं व अभिनेत्रियों ने भी पैसे के लालच में हजारो वर्ष पुराने हिन्दू संस्कृति को बदनाम कर देश मे दंगे करवाने व हिंदुस्तान के नही बलिक विश्व के सनातनियो की धार्मिक भावनाएं भड़काने की साजिश रची। शांडिल्य ने कहा इस फिल्म के निदेशक ने जानबूझकर इस फ़िल्म का निर्माण किया व हिंदुओ व हिन्दू देवी देवताओं व सनातन संस्कृति को मात्र बदनाम करने का कार्य किया ताकि देश मे आरजकता फैले। हिन्दू भड़के,माहौल व भाईचारा खंडित हो।

 शांडिल्य ने कहा कि उन्होंने आज फिल्म देखी और दुख हुआ कि फ़िल्म निदेशक ओम राउत ने तो पैसे की फंडिंग के चलते साजिश रची लेकिन भारत सरकार ने सेंसर बोर्ड बनाया हुआ जो केंद्र सरकार अधीन है उस बोर्ड ने इस फ़िल्म को रिलीज होने क्यों दिया । फ़िल्म निदेशक से बड़ी गलती तो सेंसर बोर्ड की है जिसकी डयूटी है कि फ़िल्म में कोई ऐसा सीन ,डायलॉग ,गीत आदि न हो जो समाज का माहौल खराब न कर सके। धार्मिक भावनाएं न भड़कती हों ।किसी के धर्म के साथ खिलवाड़ न हो। लेकिन फ़िल्म आदिपुरुष तो हिन्दू धर्म को बर्बाद कर रहा है और हमारी युवा पीढ़ी को पथ भ्रमित कर दिया । 

वीरेश शांडिल्य ने पत्र में विश्व हिंदू तख्त व एंटी टेरोरिस्ट फ्रंट इंडिया की और से माँग की कि उनकी शिकायत पर सेंसर बोर्ड के चेयरमैन को सस्पेंड किया जाए व फ़िल्म के निदेशक समेत तमाम अभिनेता व अभिनेत्रियां के खिलाफ 120 बी,124A 153A, 295, ,के खिलाफ एफआईआर दर्ज की जाये व आदिपुरुष फ़िल्म से डॉयलॉग नही फ़िल्म ही रद्द की जाए व फ़िल्म से कमाई धन राशि को जब्त कर सरकारी खजाने में डाला जाए व सेंसर बोर्ड के चेयरमैन सहित ,निदेशक व तमाम फ़िल्म सहयोगियों को गिरफ्तार किया जाए। व तीन साल तक फ़िल्म के निदेशक को तीन साल के लिए कोई भी फिल्म बनाने से बैन किया जाए। और जिन सिनेमाघरों को पता चलने के बाद कि यह फ़िल्म हिन्दु देवी-देवताओं के खिलाफ़ है हिन्दू धर्म के खिलाफ है फिर भी दिखाई उन सब सिनेमाघरों को 10-10 लाख का जुर्माना जमा करने के संबंधित जिलों के डीसी व एसपी को आदेश दें ताकि फिर सनातन धर्म को कमजोर करने की कोई भी देशद्रोही हिम्मत न जुटा सके l वहीं शांडिल्य ने आईजी अंबाला को भी इस बारे शिकायत भेजी और कहा कि अगर कारवाई ना हुई तो वह हाईकोर्ट की शरण लेंगे ।विश्व हिंदू तख्त प्रमुख शांडिल्य ने की आदिपुरुष को अनुमति देने पर सेंसर बोर्ड के चेयरमैन को करने की माँग की ।

 शिरोमणि गुरुद्वारा प्रबंधक कमेटी के जनरल हाउस की एक विशेष बैठक तेजा सिंह समरान हॉल में आयोजित की गई। बैठक के बाद शिरोमणि कमेटी के अध्यक्ष एडवोकेट हरजिंदर सिंह धामी ने शिरोमणि कमेटी कार्यालय में मीडिया को संबोधित करते हुए कहा कि  यह सभा शिरोमणि गुरुद्वारा प्रबंधक कमेटी द्वारा पंजाब सरकार द्वारा विधानसभा में पारित सिख गुरुद्वारा संशोधन विधेयक 2023 के विषय पर बुलाई गई थी। जिसमें पंजाब सरकार ने श्री हरिमंदिर साहिब से मुफ्त गुरबाणी प्रसारण देने का प्रस्ताव पारित किया था। कहा कि अगर वे आज झुक गए तो एसजीपीसी का अस्तित्व खत्म हो जाएगा।

 एडवोकेट हरजिंदर सिंह धामी ने कहा कि पंजाब की आम आदमी पार्टी सरकार द्वारा सीधे तौर पर गुरुद्वारे की व्यवस्था में हस्तक्षेप करते हुए असंवैधानिक बिल पारित किया गया है। इसे किसी भी कीमत पर लागू नहीं होने दिया जाएगा।  अगर वे आज सरकार के आगे झुक कर विरोध न किया गया  तो एसजीपीसी का अस्तित्व खत्म हो जाएगा।
धामी ने कहा कि पंजाब सरकार गुरबाणी प्रसारण को मुद्दा बनाकर सिख संगठन को कमजोर कर रही है। उन्होंने कहा कि एक्ट में संशोधन के लिए शिरोमणि कमेटी के जनरल हाउस का बहुमत जरूरी है। संसद संशोधन प्रस्ताव को तभी मंजूरी देती है जब इसे जनरल हाउस द्वारा पारित किया जाता है और केंद्र को भेजा जाता है। धामी ने कहा कि अगर सरकार फिर भी नहीं मानी तो हम श्री अकाल तख्त साहिब से मार्च शुरू करेंगे।
शिरोमणि कमेटी के महासचिव गुरचरण सिंह ग्रेवाल ने कहा है कि पंजाब सरकार सिख गुरुद्वारा संशोधन बिल की आड़ में शिरोमणि कमेटी पर कब्जा करना चाहती है। लेकिन विपक्षी सदस्य भी इस मुद्दे पर एकजुट हैं। किसी भी कीमत पर एसजीपीसी पर सरकार का अतिक्रमण नहीं होने दिया जाएगा।

शिरोमणि गुरुद्वारा प्रबंधक कमेटी ने एक सर्वसम्मत प्रस्ताव में मुख्यमंत्री भगवंत मान द्वारा 20 जून को विधानसभा में पारित सिख गुरुद्वारा संशोधन विधेयक को पूरी तरह से खारिज कर दिया है।
 धामी ने कहा है कि न सिर्फ सीएम मान बल्कि केंद्र को भी किसी तरह का संशोधन करने का अधिकार नहीं है। सिख गुरुद्वारा एक्ट में कोई भी संशोधन केवल शिरोमणि कमेटी की सिफारिश पर ही किया जा सकता है।
धामी ने सीएम मान और विधायक बुद्धराम को सिखों के खिलाफ आपत्तिजनक टिप्पणी करने के लिए सिख समुदाय से सार्वजनिक रूप से माफी मांगने को भी कहा है।

ਪ੍ਰੋ. ਸਰਚਾਂਦ ਸਿੰਘ ਨੇ ਹੈਰਾਨੀ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਪੰਜਾਬੀ ਸਮੇਤ 13 ਖੇਤਰੀ ਭਾਸ਼ਾਵਾਂ ਨੂੰ ਮੁਕਾਬਲੇ ਦੀਆਂ ਇਮਤਿਹਾਨਾਂ ਵਿਚ ਯੋਗ ਸਥਾਨ ਦੇਣ ਅਤੇ ਰੁਜ਼ਗਾਰ ਦੀ ਭਾਸ਼ਾ ਬਣਾਉਣ ਲਈ ਫ਼ੈਸਲਾਕੁਨ ਕਦਮ ਚੁੱਕ ਰਹੀ ਹੈ, ਜਦਕਿ ਪੰਜਾਬ ਯੂਨੀਵਰਸਿਟੀ ਵੱਲੋਂ ਪੰਜਾਬ ਵਿਚੋਂ ਪੰਜਾਬੀ ਨੂੰ ਹੀ ਬਾਹਰ ਦਾ ਰਸਤਾ ਦਿਖਾ ਕੇ ਪੰਜਾਬੀ ਨਾਲ ਵਿਸ਼ਵਾਸਘਾਤ ਕਰ ਰਹੀ ਹੈ। ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਵੀ ਸੀ ਅਤੇ ਸਿੰਡੀਕੇਟ ਨੂੰ ਆੜੇ ਹੱਥੀਂ ਲੈਂਦਿਆਂ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੀ. ਯੂ. ਦੇ ਬੋਰਡ ਆਫ਼ ਪੰਜਾਬੀ ਸਟੱਡੀਜ਼ ਦੇ ਮਾਹਿਰਾਂ ਵੱਲੋਂ ਗਰੈਜੂਏਸ਼ਨ ਕਲਾਸਾਂ ਵਿਚ ਪੰਜਾਬੀ ਨੂੰ ਜਾਰੀ ਰੱਖਣ ਦੇ ਫ਼ੈਸਲੇ ਨੂੰ ਦਰਕਿਨਾਰ ਕਰਦਿਆਂ ਪੀ ਯੂ ਸਿੰਡੀਕੇਟ ਵੱਲੋਂ ਆਪਣੇ ’ਚ ਬੈਠੇ ਪੰਜਾਬੀ ਵਿਰੋਧੀ ਮਾਨਸਿਕਤਾ ਵਾਲੇ ਲੋਕਾਂ ਦੇ ਦਬਾਅ ਹੇਠ ਗ਼ਲਤ ਫ਼ੈਸਲਾ ਲੈ ਕੇ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਅਤੇ ਪੰਜਾਬ ਦੀ ਰੂਹ ’ਤੇ ਵੱਡਾ ਹਮਲਾ ਕੀਤਾ ਗਿਆ ਹੈ।  ਉਨ੍ਹਾਂ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬੀ ਮਾਂ ਬੋਲੀ ਪ੍ਰਤੀ ਤ੍ਰਿਸਕਾਰ ਪੰਜਾਬੀ ਕਿਤੇ ਵੀ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕਰਨਗੇ। ਨਵੀਂ ਸਿੱਖਿਆ ਨੀਤੀ ਦੀ ਆੜ ਹੇਠ ਲਿਆ ਗਿਆ ਇਹ ਫ਼ੈਸਲਾ ਅਸਲ ਵਿਚ ਉਕਤ ਨੀਤੀ ਦੀ ਮੂਲ ਭਾਵਨਾ ਦੇ ਹੀ ਵਿਰੁੱਧ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੀ. ਯੂ. ਨਾਲ ਪੰਜਾਬ ਦੇ 200 ਤੋਂ ਵੱਧ ਕਾਲਜ ਜੁੜੇ ਹੋਏ ਹਨ, ਜਿਨ੍ਹਾਂ ’ਤੇ ਇਸ ਫ਼ੈਸਲੇ ਦਾ ਮਾੜਾ ਅਸਰ ਪਵੇਗਾ। ਪੰਜਾਬੀ ਪੜਾਉਣ ’ਤੇ ਰੋਕ ਲਗਾਉਣ ਨਾਲ ਵਿਦਿਆਰਥੀ ਅਮੀਰ ਪੰਜਾਬੀ ਵਿਰਸੇ ਅਤੇ ਸਭਿਆਚਾਰ ਤੋਂ ਵਾਂਝੇ ਹੋ ਜਾਣਗੇ, ਜਿਸ ਦਾ ਪ੍ਰਭਾਵ ਪੰਜਾਬ ਅਤੇ ਪੰਜਾਬੀਆਂ ਦੇ ਭਵਿੱਖ ’ਤੇ ਪਵੇਗਾ।  ਉਨ੍ਹਾਂ ਲੱਖਾਂ ਵਿਦਿਆਰਥੀਆਂ, ਅਧਿਆਪਕਾਂ ਦੇ ਹਿਤਾਂ ਅਤੇ ਪੰਜਾਬੀ ਪ੍ਰੇਮੀਆਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਨੂੰ ਧਿਆਨ ਵਿਚ ਖ਼ਿਆਲ ਰੱਖਦਿਆਂ ਪੀ ਯੂ ਨੂੰ ਆਪਣੇ ਪੰਜਾਬੀ ਵਿਰੋਧੀ ਫ਼ੈਸਲੇ ਨੂੰ ਹਰ ਕੀਮਤ ’ਤੇ ਵਾਪਸ ਲੈਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ।
ਇਸ ਦੇ ਨਾਲ ਹੀ ਪ੍ਰੋ. ਸਰਚਾਂਦ ਸਿੰਘ ਨੇ ਰਾਜ ਭਾਸ਼ਾ ਤਰਮੀਮ ਐਕਟ ਮੁਤਾਬਿਕ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਨੂੰ ਬਣਦਾ ਸਥਾਨ ਨਾ ਦੇਣ ਲਈ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਸਖ਼ਤ ਅਲੋਚਨਾ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਵੱਲੋਂ ਹੁਣ ਤਕ ਜ਼ਿਲ੍ਹਾ ਅਤੇ ਰਾਜ ਪੱਧਰੀ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਅਧਿਕਾਰਤ ਕਮੇਟੀਆਂ ਨਹੀਂ ਬਣਾਈਆਂ ਗਈਆਂ, ਨਾ ਹੀ ਵਿਰਾਸਤੀ ਅਤੇ ਇਤਿਹਾਸਕ ਸਮਾਰਕਾਂ ਦੇ ਬਾਹਰ  ਪੰਜਾਬੀ ਵਿਚ ਸੂਚਨਾ ਬੋਰਡ ਲਗਾਏ ਗਏ ਹਨ। ਇੱਥੋਂ ਤਕ ਕਿ ਨਵ ਉਸਾਰੀਆਂ ਥਾਂਵਾਂ ਅਤੇ ਇਮਾਰਤਾਂ ਦੇ ਉਦਘਾਟਨੀ ਪੱਥਰਾਂ ’ਤੇ ਵੀ ਪੰਜਾਬੀ ਨੂੰ ਬਣਦਾ ਸਨਮਾਨ ਨਹੀਂ ਦਿੱਤਾ ਜਾ ਰਿਹਾ।

 ਆਓ ਪੰਜਾਬ ਤੇ ਪੰਜਾਬੀ ਨੌਜਵਾਨੀ ਦੇ ਵਿਕਾਸ ਵੱਲ ਹੰਭਲਾ ਮਾਰੀਏ।

ਇਸ ਸਾਲ 2022 ਦੀ ਕੇਂਦਰੀ ਸੇਵਾਵਾਂ ਵਿੱਚ ਚੁਣੇ ਜਾਣ ਵਾਲੇ ਅਧਿਕਾਰੀਆਂ ਵਿਚ ਸਿੱਖ ਘੱਟ ਚੁਣੇ ਜਾਣ ਕਾਰਣ ਕੌਮ ਨੂੰ ਪਿਆਰ ਕਰਨ ਵਾਲੇ ਬਹੁਤੇ ਲੋਕਾਂ ਨੇ ਚਿੰਤਾ ਜਾਹਿਰ ਕੀਤੀ ਹੈ। ਚੁਣੇ ਗਏ ਕੁੱਲ 933 ਵਿਅਕਤੀਆਂ ਵਿੱਚੋਂ ਕੇਵਲ ਪੰਜ ਸਿੱਖ ਨੁਮਾਇੰਦੇ ਹੀ ਪੂਰੇ ਦੇਸ਼ ਵਿੱਚੋਂ ਚੁਣੇ ਗਏ ਹਨ, ਹੋਰ ਪੰਜਾਬੀ ਵੀ ਆਟੇ ਵਿੱਚ ਲੂਣ ਦੇ ਬਰਾਬਰ ਵੀ ਨਹੀਂ। ਇਹਨਾਂ ਵਿੱਚ 11 ਤੋਂ 191 ਨੰਬਰ ਤੇ ਆਉਣ ਵਾਲੇ ਪਹਿਲੀ ਸ਼੍ਰੇਣੀ ਦੇ ਦੋ ਕੈਂਡੀਡੇਟ ਜੰਮੂ ਕਸ਼ਮੀਰ ਦੇ ਹਨ। ਇਸ ਤਰਾਂ ਪੰਜਾਬ ਤੇ ਪੰਜਾਬੀ ਸਿੱਖ ਅਫਸਰਸ਼ਾਹੀ ਵਿੱਚ ਫਾਡੀ ਹੋ ਗਏ ਹਨ। ਧਰਮਯੁੱਧ ਮੋਰਚੇ ਸ਼ੁਰੂ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਜੋ ਪੰਜਾਬੀ ਤੇ ਸਿੱਖ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਕੇਂਦਰੀ ਸੇਵਾਵਾਂ ਵਿੱਚ ਨਜ਼ਰ ਆਉਂਦੇ ਸਨ ਹੁਣ ਅਫਸਰਸ਼ਾਹੀ ਵਿੱਚੋਂ ਗਾਇਬ ਹੁੰਦੇ ਜਾ ਰਹੇ ਹਨ।

ਕਿਸੇ ਵੀ ਲੋਕਤੰਤਰ ਦੇ ਤਿੰਨ ਥੰਮ ਹੁੰਦੇ ਹਨ: ਵਿਧਾਨਕਾਰ, ਅਫਸਰਸ਼ਾਹੀ ਅਤੇ ਨਿਆਂਪਾਲਿਕਾ। ਵਿਧਾਨਕਾਰ ਜੋ ਦੇਸ਼ ਤੇ ਸਮਾਜ ਲਈ ਨੀਤੀਆਂ ਬਨਾਉਂਦੇ ਹਨ ਤੇ ਨਿਆਂਪਾਲਿਕਾ ਬਾਰੇ ਵੀ ਚਰਚਾ ਕਰ ਲੈਣੀ ਬਣਦੀ ਹੈ। ਆਜ਼ਾਦੀ ਤੋਂ ਪਹਿਲਾਂ ਪੰਡਿਤ ਜਵਾਹਲ ਲਾਲ ਨਹਿਰੂ ਨੇ ਇਹ ਵਾਅਦਾ ਕੀਤਾ ਸੀ ਕਿ ਆਜ਼ਾਦ ਭਾਰਤ ਦੇ ਉੱਤਰੀ ਹਿੱਸੇ ਵਿੱਚ ਇੱਕ ਅਜਿਹਾ ਖਿਤਾ ਬਣਾ ਦਿੱਤਾ ਜਾਵੇਗਾ ਜਿੱਥੇ ਸਿੱਖ ਆਜ਼ਾਦੀ ਦਾ ਨਿੱਘ ਮਾਣ ਸਕਣਗੇ। ਉਸ ਸਮੇਂ ਸ੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਆਜ਼ਾਦੀ ਦੀ ਮੁਹਿੰਮ ਵਿੱਚ ਕਾਂਗਰਸ ਦਾ ਸਾਥੀ ਸੀ। ਆਜ਼ਾਦੀ ਦਾ ਨਿੱਘ ਭਾਲਦਿਆਂ, ਜਦੋਂ ਭਾਸ਼ਾ ਦੇ ਆਧਾਰ 'ਤੇ ਸੂਬੇ ਬਨਾਉਣ ਦੀ ਗੱਲ ਆਈ ਤਾਂ ਪੰਜਾਬ ਨੂੰ ਇਹ ਹੱਕ ਨਾ ਮਿਲਿਆ, ਪਰ ਪੰਜਾਬੀ ਤਾਂ ਪੂਰੇ ਪ੍ਰਾਂਤ ਵਿੱਚ ਕਿਸੇ ਨਾ ਕਿਸੇ ਰੂਪ ਪੜ੍ਹਾਈ ਜਾਂਦੀ ਸੀ ਤੇ ਸਾਰੇ ਪੰਜਾਬੀ ਬੋਲਦੇ ਵੀ ਸਨ, ਕਿਉਂਕਿ ਮੁੱਖ ਮੰਤਰੀ ਬਹੁਤੇ ਅੱਜ ਦੇ ਪੰਜਾਬ ਨਾਲ ਸੰਬੰਧਤ ਸਨ, ਜਿਨਾਂ ਵਿੱਚ ਸ੍ਰੀ ਗੋਪੀਚੰਦ ਭਾਰਗਵ, ਸ੍ਰੀ ਭੀਮਸੇਨ ਸੱਚਰ, ਸਰਦਾਰ ਪ੍ਰਤਾਪ ਸਿੰਘ ਕੈਰੋਂ, ਕਾਮਰੇਡ ਰਾਮ ਕ੍ਰਿਸ਼ਨ, ਗਿਆਨੀ ਗੁਰਮੁਖ ਸਿੰਘ ਮੁਸਾਫਿਰ ਆਦਿ। ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਭਾਵੇਂ ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਪੈਪਸੂ ਵਿੱਚ ਪਹਿਲੀ ਸਰਕਾਰ ਬਨਾਉਣ ਵਿੱਚ ਸਫਲ ਹੋ ਗਿਆ ਸੀ, ਪਰ ਪੈਪਸੂ ਦੇ ਪੰਜਾਬ ਵਿੱਚ ਸ਼ਾਮਿਲ ਹੋਣ ਤੋਂ ਬਾਅਦ ਵੀ ਪੰਜਾਬ ਵਿੱਚ ਮੁੱਖ ਮੰਤਰੀ ਬਨਾਉਣ ਲਈ ਐਮ.ਐਲ.ਏ. ਦੀ ਸੰਖਿਆ ਨਹੀਂ ਰੱਖਦਾ ਸੀ। ਪੈਪਸੂ ਵਿੱਚ ਰਾਜ ਦੀ ਵਿਧਾਨਸਭਾ ਅੰਦਰ ਸਾਲ 1952 ਵਿੱਚ 19 ਅਤੇ ਪੰਜਾਬ ਵਿੱਚ 13 ਐਮ.ਐਲ.ਏ. ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਸਨ। ਸਾਲ 1957 ਵਿੱਚ ਕਾਂਗਰਸ ਨਾਲ ਮਿਲ ਕੇ ਅਕਾਲੀ ਦਲ ਨੇ ਇੱਕ ਨਿਸ਼ਾਨ 'ਤੇ ਚੋਣ ਲੜੀ ਅਤੇ ਸਾਲ 1962 ਵਿੱਚ ਪੰਜਾਬ ਵਿੱਚ 16 ਅਕਾਲੀ ਐਮ.ਐਲ.ਏ. ਹੀ ਜਿੱਤੇ ਸਨ। ਇਸ ਦੌਰ ਵਿੱਚ ਨੌਜਵਾਨਾਂ ਦੇ ਭਵਿੱਖ ਤੇ ਵਿਕਾਸ ਲਈ ਕੋਈ ਵਡਾ ਕੰਮ ਨਹੀਂ ਹੋਇਆ ਪਰ ਅਮਨ ਸ਼ਾਂਤੀ ਕਾਰਨ ਪੰਜਾਬੀ ਨੌਜਵਾਨ ਸਰਕਾਰੀ ਤੰਤਰ ਵਿੱਚ ਚੁਣਿਆ ਜਾਂਦਾ ਰਿਹਾ ਹੈ।

ਪੰਜਾਬੀ ਸੂਬੇ ਦੇ ਮੋਰਚੇ ਨਾਲ ਜੋ ਪੰਜਾਬ ਦੀ ਵੰਡ ਹੋਈ ਉਸ ਵਿੱਚ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਨੁਮਾਇੰਦੇ ਗਿਣਤੀ ਵਿੱਚ ਜ਼ਿਆਦਾ ਹੋਣ ਕਰਕੇ ਜਦੋਂ ਵੀ ਕਾਂਗਰਸ ਵਿਰੋਧੀ ਸਰਕਾਰ ਬਣੀ ਤਾਂ ਮੁੱਖ ਮੰਤਰੀ, ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦਾ ਹੀ ਬਣਿਆ ਪਰ ਇਸ ਸਥਿਤੀ ਨੇ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਦਾ ਦਾਇਰਾ ਸੀਮਿਤ ਕਰ ਦਿੱਤਾ ਜਿਸ ਕਰਕੇ ਦੂਜੇ ਸੂਬਿਆਂ ਵਿੱਚ ਵਸਦੇ ਪੰਜਾਬੀਆਂ ਨੂੰ ਪੰਜਾਬੀ ਪੜ੍ਹਨ ਲਈ ਅਜੇ ਤੱਕ ਸੰਘਰਸ਼ ਵੀ ਕਰਨਾ ਪੈ ਰਿਹਾ ਹੈ। ਧਰਮਯੁੱਧ ਮੋਰਚੇ ਦੇ ਹੋਏ ਕੌਮੀ ਨੁਕਸਾਨ ਤੇ ਸਿੱਖਾਂ ਦੇ ਜ਼ੁਲਮਾਂ ਦੇ ਕਾਰਨ ਅਕਾਲੀ ਦਲ ਆਪਣੇ ਆਪ ਵਿੱਚ 75 ਸੀਟਾਂ ਜਿੱਤ ਕੇ 1985, 1997 ਵਿੱਚ ਸਰਕਾਰ ਬਨਾਉਣ ਦੇ ਸਮਰੱਥ ਹੋ ਗਿਆ ਸੀ। ਪਰ ਪੰਜਾਬੀ ਸੂਬੇ ਦੇ ਸੰਘਰਸ਼ ਨੇ, ਜਿਸਦੀ ਪੰਜਾਬ ਜਾਂ ਆਮ ਪੰਜਾਬੀਆਂ ਨੂੰ ਪ੍ਰਾਪਤੀ ਕੁਝ ਵੀ ਪੰਜਾਬੀ ਸੂਬੇ ਦੇ ਸੰਘਰਸ਼ ਨੇ, ਜਿਸਦੀ ਪੰਜਾਬ ਜਾਂ ਆਮ ਪੰਜਾਬੀਆਂ ਨੂੰ ਪ੍ਰਾਪਤੀ ਕੁਝ ਵੀ ਨਹੀਂ ਹੋਈ ਇਸ ਦੌਰਾਨ ਹੋਏ ਕਤਲੋਗਾਰਤ ਨੇ ਪੰਜਾਬੀ ਨੌਜਵਾਨਾਂ ਦੀ ਪੜ੍ਹਾਈ ਤੇ ਬਿਹਤਰੀ ਵੱਲੋਂ ਵਿਧਾਨਕਾਰਾਂ ਦਾ ਧਿਆਨ ਦੂਜੇ ਪਾਸੇ ਕਰ ਦਿੱਤਾ, ਇਸੇ ਕਾਰਨ ਵਿਧਾਨਸਭਾ ਵਿੱਚ ਬੈਠੇ ਨੁਮਾਇੰਦੀਆਂ ਨੇ ਨੌਜਵਾਨਾਂ ਦੇ ਵਿਦਿਅਕ ਤੇ ਆਰਥਿਕ ਵਿਕਾਸ ਦੀ ਕੋਈ ਲੰਬੇ ਸਮੇਂ ਲਈ ਨੀਤੀ ਨਹੀਂ ਬਣਾਈ। ਵਿਧਾਨਸਭਾ ਵਿਚ ਬੈਠੇ ਲੋਕ ਨੁਮਾਇੰਦੇ 2022 ਈ. ਤੱਕ ਤਾਂ ਸਾਰੇ ਹੀ ਪੰਜਾਬੀ ਸਨ, ਪਰ ਹੁਣ ਪ੍ਰਵਾਸੀ ਵੀ ਚੁਣਕੇ ਆਏ ਹਨ।

ਅੱਜ ਸਥਿਤੀ ਇਹ ਹੈ ਕਿ ਸਿੱਖ ਬਹੁ-ਗਿਣਤੀ ਵਾਲੇ ਇਲਾਕੇ ਜਿੱਥੇ ਖਾਲਸਾ ਪੰਥ ਦੀ ਜਨਮਭੂਮੀ ਵੀ ਹੈ, ਇੱਕ ਅਜਿਹਾ ਮੁੱਖ ਮੰਤਰੀ ਹੈ ਜਿਸਨੂੰ, ਆਪਣੇ ਨਾਂ ਪਿੱਛੇ ਸਿੰਘ ਲਗਵਾਉਣ ਤੋਂ ਵੀ ਸ਼ਾਇਦ ਸ਼ਰਮ ਮਹਿਸੂਸ ਹੁੰਦੀ ਹੈ। ਪਤਾ ਨਹੀਂ ਉਹ ਸਿੱਖ ਧਰਮ ਨੂੰ ਮੰਨਦਾ ਵੀ ਹੈ ਜਾਂ ਨਹੀਂ?
ਅੱਤਵਾਦ ਤੋਂ ਬਾਅਦ ਵੀ, 2002 ਤੋਂ ਪਰਦੇ ਪਰਚੇ ਦਰਜ ਕਰਨ ਦੀ ਨੂਰਾ ਕੁਸ਼ਤੀ ਖੇਡਦੇ, ਨਸ਼ਿਆਂ, ਸਮਗਲਿੰਗ, ਲੈਂਡ ਮਾਫੀਆ, ਸੈਂਡ ਮਾਫੀਆ, ਸ਼ਰਾਬ ਮਾਫੀਆ, ਦੀ ਪੁਸ਼ਤ ਪਨਾਹੀ ਕਰਦਿਆਂ ਸ਼ਾਇਦ ਇਹਨਾਂ ਨੂੰ ਪੰਜਾਬੀ ਨੌਜਵਾਨਾਂ ਦੇ ਭਵਿੱਖ ਵੱਲ ਵੇਖਣ ਤੇ ਸੋਚਣ ਦਾ ਸਮਾਂ ਹੀ ਨਹੀਂ ਹੈ। ਸਿੱਖਾਂ ਤੇ ਪੰਜਾਬੀਆਂ ਦੇ ਵਿੱਚੋਂ ਇਸ ਤਰਾਂ ਵਿਧਾਨਕਾਰ, ਅਫਸਰਸ਼ਾਹੀ ਤੋਂ ਨਿਆਂਪਾਲਿਕਾ ਵਿੱਚੋਂ ਪੰਜਾਬੀ ਤੇ ਸਿੱਖ ਲੁਪਤ ਹੋ ਰਹੇ ਹਨ।

ਸਿੱਖਾਂ ਦਾ ਸਰਕਾਰੀ ਤੇ ਵਿਧਾਨਕ ਸੰਸਥਾਵਾਂ ਵਿਚੋਂ ਗਾਇਬ ਹੋਣ ਦਾ ਕਾਰਣ ਪੰਜਾਬ ਵਿੱਚ ਪਿਛਲੇ 43 ਸਾਲਾਂ ਤੋਂ ਅਮਨ ਸ਼ਾਂਤੀ ਨੂੰ ਲਾਇਆ ਹੋਇਆ ਲਾਂਬੂ ਹੈ। ਇੱਥੇ ਬਲਦੇ ਸਿਵਿਆਂ ਤੋਂ ਰਾਜਨੀਤੀ ਹੁੰਦੀ ਰਹੀ ਹੈ, ਪੰਜਾਬੀ ਤੇ ਸਿੱਖ ਨੌਜਵਾਨਾਂ ਨੂੰ ਜੀਵਨ ਦੇ ਅਗਲੇ ਪੜਾਓ ਵਿੱਚ ਉਚਾਈਆਂ ਛੂਹਣ ਲਈ ਤਿਆਰ ਕਰਨ ਲਈ ਆਗੂਆਂ ਵੱਲੋਂ ਕੋਈ ਕੰਮ ਕੀਤਾ ਨਜ਼ਰ ਨਹੀਂ ਆਉਂਦਾ।

ਤੀਜੀ ਗੱਲ ਨਿਆਂਪਾਲਿਕਾ ਦੀ ਹੈ। ਗੁਰਬਾਣੀ ਦਾ ਸਿਧਾਂਤ ਹੈ- ਜਗ ਗਿਆਨੀ ਵਿਰਲਾ ਆਚਾਰੀ (ਅੰਗ 412), ਕੇਵਲ ਕਿਤਾਬਾਂ ਨੂੰ ਪੜ੍ਹ ਕੇ ਕਿਸੇ ਕੌਮ ਤੇ ਧਰਮ ਦੀ ਮਾਨਸਿਕਤਾ ਨਹੀਂ ਸਮਝੀ ਜਾ ਸਕਦੀ। ਇਸ ਲਈ ਸਿੱਖ ਸਮੱਸਿਆਵਾਂ ਦੇ ਫੈਸਲੇ ਉਹਨਾਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਅਨੁਸਾਰ ਕਿਵੇਂ ਹੋ ਸਕਦੇ ਹਨ, ਜੇਕਰ ਕੋਈ ਉਸ ਧਰਮ ਨੂੰ ਮੰਨਣ ਵਾਲਾ ਅਦਾਲਤਾਂ ਵਿੱਚ ਬੈਠਾ ਹੀ ਨਾ ਹੋਵੇ। ਅੱਜ ਭਾਰਤੀ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿੱਚ ਇੱਕ ਵੀ ਸਿੱਖ ਮਾਨਯੋਗ ਜੱਜ ਨਹੀਂ ਹੈ।

ਸਮੇਂ ਦੇ ਹਾਣੀ ਹੋਣ ਤੇ ਸਮਾਜ ਨੂੰ ਸੁਚੇਤ ਕਰਨ ਲਈ ਲੇਖਕਾਂ ਦਾ ਕੰਮ ਆਵਾਜ਼ ਉਠਾਣਾ ਹੁੰਦਾ ਹੈ। ਲੇਖਕ ਨੇ ਇੱਕ ਕਿਤਾਬਚਾ 2007 ਵਿੱਚ ਇਸ ਬਾਰੇ ਆਪਣੀ ਚਿੰਤਾ ਜ਼ਾਹਿਰ ਕਰਦੇ ਹੋਏ ਲਿਖ ਕੇ ਕੌਮ ਦੇ ਸਾਰੇ ਆਗੂਆਂ ਨੂੰ ਭੇਜਿਆ ਸੀ, ਜਿਸਨੂੰ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਦੁਨੀਆ ਭਰ ਦੀਆਂ ਅਖਬਾਰਾਂ ਤੇ ਰਸਾਲਿਆਂ ਨੇ ਥਾਂ ਵੀ ਦਿੱਤੀ ਸੀ। “ਸਿੰਘ ਖਬਰਦਾਰ' ਦੇ ਨਾਂ 'ਤੇ ਲਿਖਿਆ। ਚੀਫ ਖਾਲਸਾ ਦੀਵਾਨ ਦੇ ਮੈਂਬਰ ਵਜੋਂ ਵੀ ਇਹ ਮੁੱਦਾ ਹੈ ਜਿਸਨੂੰ ਮੈਂ ਰਸਮੀ ਤੇ ਗੈਰ-ਰਸਮੀਂ ਉਠਾਉਂਦਾ ਰਿਹਾ ਹਾਂ। ਤੇ ਸਵਰਗਵਾਸੀ ਸਰਦਾਰ ਨਿਰਮਲ ਸਿੰਘ ਨਾਲ, ਚੰਡੀਗੜ੍ਹ ਗੁਰੂ ਹਰਕ੍ਰਿਸ਼ਨ ਪਬਲਿਕ ਸਕੂਲ ਵਿੱਚ ਅਕਾਦਮੀ ਸਥਾਪਿਤ ਕਰਨ ਦੀ ਗੱਲ ਵੀ ਕੀਤੀ ਸੀ ਅਤੇ ਬਹੁਤ ਸਾਰੇ ਕੇਂਦਰੀ ਸਰਵਿਸ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਮੱਦਦ ਲਈ ਪ੍ਰੇਰਿਤ ਵੀ ਕੀਤਾ ਸੀ। ਅੰਤਿਮ ਨਤੀਜਾ ਸਿਫਰ ਹੀ ਰਿਹਾ ਹੈ।

ਪੰਜਾਬ ਤੇ ਸਿੱਖ ਕੌਮ ਦੀ ਨਿਘਰਦੀ ਹਾਲਤ ਵੇਖ ਬਹੁਤ ਸਾਰੇ ਲੋਕਾਂ ਨਾਲ ਹੁਣ ਵੀ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਕੀਤਾ ਹੈ। ਗੱਲ ਕੇਵਲ ਨਿੰਦਾ ਤੇ ਚਿੰਤਾ ਕਰਨ ਤੱਕ ਹੀ ਸੀਮਿਤ ਨਾ ਰਹਿ ਜਾਵੇ, ਇਸ ਲਈ ਦੇਸ਼-ਵਿਦੇਸ਼ ਦੇ ਕੁਝ ਲੋਕਾਂ ਨੇ ਸਿੱਖ ਨੌਜਵਾਨਾਂ ਨੂੰ ਕੇਂਦਰੀ ਸੇਵਾਵਾਂ ਦੇ ਲਈ ਤਿਆਰ ਕਰਨ ਦੇ ਲਈ ਇੱਕ ਅਕਾਦਮੀ ਤਿਆਰ ਕਰਨ ਵਿੱਚ ਮਦਦ ਕਰਨ ਲਈ ਭਰੋਸਾ ਦਿੱਤਾ ਹੈ।

ਪਰ ਇਹ ਕੰਮ ਇੱਕ ਜਾਂ ਦੋ ਵਿਅਕਤੀਆਂ ਦਾ ਨਹੀਂ, ਇਸ ਲਈ ਪੰਜਾਬ ਵਿੱਚ ਇੱਕ ਵੱਡੀ ਥਾਂ ਦੀ ਵੀ ਲੋੜ ਹੋਵੇਗੀ। ਪ੍ਰੋਫੈਸਰਾਂ, ਤਜ਼ਰਬੇਕਾਰ ਕੇਂਦਰੀ ਸੇਵਾਵਾਂ ਵਿੱਚ ਰਹੇ ਪੰਜਾਬੀ ਅਧਿਕਾਰੀ, ਕੌਮ ਤੇ ਪੰਜਾਬ ਨੂੰ ਪਿਆਰ ਕਰਨ ਵਾਲੇ ਅਮੀਰ ਆਦਮੀਆਂ ਤੋਂ ਮਾਲੀ ਸਹਾਇਤਾ ਦੀ ਵੀ ਲੋੜ ਹੈ। ਜਿਸ ਲਈ ਬਹੁਤ ਵੱਡਾ ਕੰਮ ਕਰਨਾ ਹੋਵੇਗਾ। ਸਰਕਾਰਾਂ ਮਦਦ ਕਰ ਸਕਦੀਆਂ ਹਨ ਪਰ ਕੀ ਕਦੇ ਕਿਸੇ ਨੇ ਇਹ ਵਿਸ਼ਾ ਵਿਧਾਨਸਭਾ ਜਾਂ ਲੋਕਸਭਾ ਵਿੱਚ ਚੁੱਕਿਆ ਹੈ?

Message of the NHRC, India Chairperson, Mr Justice Arun Mishra on World Environment Day

“Greetings on World Environment Day today on 5^th June, 2023”, which has a vital connection with human rights. The Day reminds us that sustainable development envisages protecting the environment, which is crucial for human existence. Adopting a rights-based approach to environmental protection ensures that everyone, regardless of their background or circumstances, can live in a clean and safe environment.

 

Plastic has emerged as a serious threat to environmental pollution both on the earth and the seas. As a global fraternity, we must encourage technology transfer to each other to deal with the challenges of environmental pollution. Therefore, this year’s World Environment Day Theme - 'Beat Plastic Pollution', very aptly underlines the urgent need to combat the detrimental effects of plastic on our planet and promote alternative eco-friendly usable replacing single-use plastic material, which is necessary to preserve human life and protect rights. In this regard, rigorous policy decisions to check the spread of plastic and other such pollutants which endanger our environment and climate are required.

 

It is a known fact that the production, consumption, and disposal of plastic impact human rights, such as the right to health, clean water, food security, and a safe and healthy environment. Communities living near plastic production facilities or waste disposal sites often face adverse health effects and environmental degradation.   Plastic reduces the fertility of the land also. The great pacific garbage patch is a matter of concern for the world. 

 

The NHRC has been consistent with its pro-environment protection efforts through its Advisories, interventions, and consultation with Government authorities and its Core Group of Experts on the Environment. It has issued an “Advisory to the Centre, States, UTs to prevent, minimize and mitigate impacts of Environmental Pollution and Degradation on Human Rights”. It is also hearing the Union Ministry of Environment, Forest & Climate Change and the ChiefSecretariesofPunjab,Haryana,UttarPradesh,andDelhi,besidesthe otherStateson the reported high air pollution impacting life expectancy in the country, and howto reduce various types of pollution to ensure safe health and ambient atmosphere for the existence of the human.

 

To achieve this, we must adopt a comprehensive approach, including, more importantly, protecting our flora and fauna and forest reserves by strengthening the same with massive tree plantation as a citizen-centric movement. We need to promote sustainable production, consumption, and waste management practices. Governments, civil society organizations, and businesses must collaborate to reduce plastic production, promote eco-friendly alternatives, and improve recycling and waste management infrastructure. We must effectively use corporate social responsibility u/sec—135 of the Companies Act to protect the environment.

 

At the same time, we must empower individuals and communities to make informed choices and take action. Education and awareness programs can equip people with the knowledge and skills to reduce their plastic footprint and promote its alternatives. By fostering a sense of responsibility and encouraging sustainable behaviour, we can create a ripple effect that transcends borders and inspires global change.

 

Together, we can strive for sustainable practices, advocate for more robust environmental protection and promote equitable access to resources for present and future generations.
