Punjab Government Failed To Uplift The Economical Condition Of State. Calcutta

Manjit Singh Calcutta the Ex Education minister of Punjab said , Punjab Government failed to up lift the economical condition of the state.The Rs 35000crore  package offered by Shri Pranab Mukerji,the Finance Minister  Govt.of India, is a  golden opportunity to retrieve the Punjab economy from the present  pathetic condition.The  successive Pb.Governments have failed to check the downslide of the Punjab economy and it is caught in a deadly debttrap. Manpreet  Singh Badal,Finance Minister Punjab’s pleadings to accept the rarest offer extended by the center to his own  party as well as to the opposition parties for a political consensus should be attended to seriously and forthwith.
  
Calcutta further said the successive Pb.Govts. specially since 1980 could not take advantage  of the ‘agricultural surplus’ in the  wake of  green revolution  for industrialization of Punjab.Punjab which lead the other  states in economic growth ,today stands amongst the lowest 2-3 states and the pride of the place has gone to the state of Gujrat,whose economy is witnessing a growth rate of 28% in camparasion to Punjab”s growth rate of 2-3 %.Punjab leadership has always lagged behind informulating any solid forward looking economic policy and also  lacked the political will to take hard decisions.The  major  two political  parties were only  busy in partisan political  battles  and   against the basics of the modern economics ,indulging in offering doles free bies and subsidies to garner votes .C.M.of Punjab ,who never misses an opportunity in bashing the center and accusing them   for all the ills of Punjab and  its discriminatory policies,should come forward to positively consider the present offer of cutting the debt of Punjab to its half .  The  Conditions can be negotiated  but most of the conditions  viz. namely disinvesting loss making PSUs ,reducing the annual loss Punjab road ways,stop withdrawl of no pre mature Provident Fund or to impose property tax,water charges,cutting on power subsidies,ensuring a cag audit of local bodies and imposing charges on change of land use extra .I f such taxes or charges ,are being  imposed in other states  then there is no reason of shying away from these.The non acceptance of the offer  would lead Punjab to financial bankruptcy,because the annual growth of 7-8 thousand  crore  of additional to the present 71000 crore debt,would leave Punjab with no option  but to complete financial brake down  and emergency that would force central govt. intervention.added Calcutta
